CRA Celebrates Key Legislative Victories for 2015

October 9, 2015 - The California Rheumatology Alliance is celebrating a successful year in the state legislature.  We had a number of victories thanks to strong efforts by our members advocating with Governor Brown and legislators across the state.  

Interchangeable Biologics
Most prominently, legislation allowing for safe interchangeable biologic substitution passed through both chambers and was signed by the governor this year.  SB 671 included important protections allowing only substitution of FDA designated interchangeable biologics and prescriber ability to prevent substitution. It also requires communication of a substitution to the prescriber within 5 days of dispensing.

Step Therapy
The passage of step therapy limitations in California will help reduce administrative headaches for both patients and providers.  AB 374 - co-sponsored by the California Rheumatology Alliance, the Arthritis Foundation and the Union of American Physician and Dentists - will ensure patients better and more timely access to their medications.

Prior Authorization
This year also saw the passage of additional prior authorization tweaks.  This included the addition of a SCRIPT Standard electronic form and submission system, changes the required response time from 2 days to 72 hours for non-urgent and 24 hours for urgent requests, and requires the insurer appeals process to comply with additional federal standards.
